GET /media_files: Adds filter captured_since; Adds fields captured_before, captured_time

The GET /media_files endpoint has some new features! It’s now possible to filter media files by passing in a captured_since parameter. We added the following new fields: captured_before, captured_time. These fields are in the ISO 8601 standard format.
